Ⅰ. Project Background
At present, the wild mountains ginsengs are in great shortage in the international market. The resources of wild mountains ginseng is exhausting, the market of planting ginseng is in depression and the quality is worsen. Under such circumstance, developing the woodsgrown ginseng can not only expand the resources of mountain ginseng, relieve the demand of the market and also improve the quality of the ginseng and produce better sort of ginsengs. The woodsgrown ginsengs being cultivated according to the naturalized theory are comparable with wild ginsengs above certain age, and they can replace the mountain ginsengs to meet the demand of the home and abroad market. The soil, climate and environment in Shidaohe Town fit the growth and development of the woodsgrown ginsengs. This town enjoys a nature-endowed advantage in resource. Therefore, to construct a base for the woodsgrown ginsengs plays a very active role in optimizing the industrial structure, rationalizing the distribution of resources and changing the resource advantages into industry advantages.
The project is very strong in radiation and driving forces which has a certain advantage. It forms a big industrial base centering on Shidaohe Town and radiating the surrounding counties or cities so as to form a characteristic industrialized development pattern of the base promoting the farmer. And this is a beneficial and necessary supplement to the industry of the whole town. With the project, the town can develop the deep processing of woodsgrown ginsengs, technology development and other deep-leveled researches. All of these play a very important role in helping the farmers to become better off and promoting the rapid development of regional economy.
Ⅱ. Construction Scale and Production Plan
1. Construction Scale
⑴ Expand the plant base of the woodsgrown ginsengs;
⑵ Build offices, workshops, auxiliary facilities and so on.
2. Production Plan: According to the prediction of the development, the project is divided into short-term, mid-term and long-term benefits. The longer the time, the more the benefit and the scale of the project is expanding along with the increase of the profit. The scale of the short-term is 6,000 hectare; the mid-term is 15,000 hectare and the long-term is 15,000 hectare.
The project plans to cultivate 6,000 hectare woodsgrown ginsengs in 2010; 15,000 hectare from 2011 to 2013 and 15,000 hectare from 2014 to 2018. The project will stretch the development to the surrounding cities and cultivate woodsgrown ginsengs to all the suitable woodlands. And it will use the institute to develop and manage independently.
Ⅲ. Market Analysis and Economic Benefit Forecast
1. Economic Benefits
Due to the growing time of woodsgrown ginsengs, the output can be calculated into the one year, 5 years, 12 years and 20 years. To calculate cultivating 1 mu woodsgrown ginseng: the use of seeds will be 8-10 jin per mu, seeds per jin are about 10,000 to 12,000 grains. Suppose the survival rate per mu is 80%, then there will be about 100,000 woodsgrown ginsengs which can be sold after 12 years. At that time, there will also be 5,000 young woodsgrown ginsengs left; the approximate weight of each is 25 to 40 grams. To sell the young woodsgrown ginsengs at the market price of 800 to 4,000 yuan each, the income per mu will be 6 million to 20 million yuan. If the calculation is on the minimum number of 3,000 young woodsgrown ginsengs per mu, 500 yuan for each one, then the income would be 1.5 million or 0.7 million if reduced by half. However, the expense per mu from sowing to the mid- and late management and attending is only about 8,000 to 10,000 yuan. 20 years later, the output profit will be more. The output of 1 ㎡ woodsgrown ginsengs can buy 1 ㎡ apartment in Beijing.
2. Social Benefits
To construct Huinan County Shidaohe Town Changbai Mountain woodsgrown ginseng plant base can not only fully protect the limited wild resources of Changbai Mountain, preserve the stability of the eco-system in Huinan County, but also open a way to develop scientifically the wild land resources and to enhance the development of the wild land economy. This promotes greatly the agriculture industrial restructuring and the increase of the farmers’ income in Huinan or even Jilin Province. The project combines the economic and social benefits, with eco-benefits and realizes the goal of maximizing the three benefits which meets the demands of the development of green and organic food industry. The project is an all-out preservation of the eco-system and meanwhile satisfies the needs of herb market to the woodsgrown ginsengs. In a word, the development of the project enjoys a promising future.
Ⅳ.Total Project Investment and Financing Arrangement
Total Investment: the investment of the short-term project is: 6,000 hectare×10,000 yuan/ hectare=55 million yuan (includes seeds, labor cost, management cost and facility cost, etc.)
Financing Arrangement: self-financing 15 million yuan and investment from the investor 40 million yuan.
