I. Project Background
Helong City is a demonstration city for ecological construction and is one of the main output region of high-quality rice in northeast China. This region has favorable natural conditions for rice production. The rice is famous across the country due to its high-quality, strong rigidity, high adhesion and softness. And the rice has obtained the right to use green food trade mark in 1999. At present, Yanbian Korean Autonomous Prefecture produces 200,000 tons of green rice and Helong City produces 60,000 tons of rice. Thanks to the rich resources of rice, 5,000 hectares of green and organic rice production base has been formed up represented by Zhongxin Group, Yanbian Dongcheng Green Agriculture and Specialty Co., Ltd., Jilin Elite Rice Co., Ltd. etc. Due to the lack of funds, there is 2,000 hectare of medium and lower yield rice field needs to be improved. And people¡¯s demand to green food is constantly increasing and the supply can not satisfy the market demand. It is predicted that the green and organic rice production has great potential.
II. Construction Scale and Production Plan
Construct 11,000 hectare of green and organic rice production base, which include 8,000 hectare of green rice base and 3,000 hectare of organic rice base. And construct clean rice processing facility with annual output of 50,000 tons and TBS fertilizer factory with annual output of 60,000 tons.

Yanbian Dongcheng Green Agriculture and Specialty Co., Ltd. was founded in 2004. This company specializes in the production, processing and sale of organic rice. At present, the company has 1,200 hectares of organic rice production base and over 1600 farmers serve the company. The company covers an area of 5,000 m2, including a 1,100 m2 processing workshop, a and a 1,000 m2 storage. The company purchased a set of first-class domestic clean rice processing equipment with the capacity of 15,000 tons annually. In 2007, the company achieved sales revenue of 2 million Yuan. The company has fixed assets of 5 million Yuan and 50 migrant workers. And the company played an active role in prospering agriculture promoting industry development and enriching the people.
